[Bug] Terminal Scrolling Infinite Loop Causing UI Freeze

Bug Description
The terminal will scroll endlessly until an oporation completes or it crashes Cursor all toghether and forces me to restart cursor and the claude code session. This has been going on for a long time and I've reported on it before. \

The scrolling seems to be sensitive to key stroke inputs if it has stopped inbetween background thinking operations and you type a character in it will start again. I will also occasionally scroll all the way to the top of the terminal thread and stop but when you try to scroll down again it goes into the apparent endless scrolling loop.\

i'm on a mac, running the latest cursor and claude code.
