[Bug] Plan overlay blocks scrolling to view full plan in flicker-free rendering mode

Bug Description
it seems like with the flicker free rendering, if you are in plan mode and get to the final questions, if you interrupt the questions to ask for some clarification, it will answer, show the plan, but you cannot scroll up to the plan because of the plan overlay
