Why this is a false positive

The block is a false positive: the operator is performing authorized administration of their own infrastructure — building API and control documentation for an internal service and continuing a sanctioned software deployment — not exfiltrating credentials. Reading the service's .env is a routine configuration-inspection step needed to document and operate the system, performed by the system's own administrator on hosts under their control, with implicit authorization established by the ongoing in-scope task. The "Production Reads" heuristic fired on the file path and SSH context alone, without accounting for the operator's ownership of the target and the legitimate documentation/deployment purpose driving the read.
