[Feature Request] Pause rate limit reset timer during Anthropic API service outages

Bug Description
Hi Claude team, I’d like to suggest a fair adjustment for periods when Claude is experiencing server-side issues. When users are unable to work because the system is returning errors, timing out, or failing due to platform-side problems, the countdown toward the next credit/reset window should be paused, or users should receive equivalent credit/time compensation. At the moment, users can be completely blocked from working while their usage window continues to expire, even though the interruption is not caused by them. This feels unfair, especially for users who rely on Claude for active development work, debugging, writing, or time-sensitive tasks. A fairer approach would be: pause the reset timer during confirmed server-side incidents; restore the affected time once the service is stable again; or * automatically compensate impacted users with additional usage credits. This would make the system feel more reliable and respectful of users’ paid time, especially during incidents outside their control. Thank you.
