[BUG] Cannot change effort to anything besides Extra

Preflight Checklist

What's Wrong?

New and existing chats are with effort EXTRA and the slider is grayed out so I cannot change it to any other effort.

What Should Happen?

I should be able to slide the effort bar to switch (Low, high, max, ultracode, etc)

Steps to Reproduce

Open a new or existing chat on Mac Desktop client
Click on effort and try to move the bar to select a different effort
