[BUG] Scroll in WSL or PowerShell WSL Claude sessions do not scroll the chat, only the text entry field

What's Wrong?

As of this morning, my Claude API CLI session, in a PowerShell, wsl claude session, glitched causing me to start a new session. In that and two subsequent attempts at new sessions, the scroll wheel on the mouse and the screen scrollbar for the chat session do not work.
Everything worked fine yesterday.

Impact: I keep copy/paste logs of the chat to help manage projects, and when claude provides a lot of information that exceeds the size of the chat window I need to scroll up. I can no longer do either of these things.

Environment: Windows + WSL2, Linux kernel 5.15.167.4-micorsoft-standard-WSL2
Claude code version 2.1.178
Tried: Powershell, wsl plus claude to launch chat, scroll fails
Native WSL, plus claude to launch chat, scroll fails

What Should Happen?

Scroll wheel should scroll the chat log not the text entry field.
Scroll bar should scroll the chat log, it does nothing.

Steps to Reproduce

1. begin the session and type commands or messages to Claude.
2. attempt to scroll the chat window with the mouse wheel, only the text entry field scrolls through previous entries.
3. click in the scroll bar, no scroll bar option to move the screen up or down, and the top arrow is inactive.
4. Click in the window and out of the text field, same thing, cannot scroll the screen.

Everything worked normally yesterday.
