[BUG] UI: Plan cannot be approved with too many comments.

What's Wrong?

After I finished commenting on a plan, and I went to review the comments, I had so many comments, that the "Yes, approve plan" button was pushed out of view. There was no way to scroll to see all of my comments, nor these buttons.

What Should Happen?

The element should be scrollable.

Steps to Reproduce

1. Enter Plan Mode.
2. Have Claude draft a plan...
3. Make more than 10 comments on the plan.
4. UI Bug surfaced.
