[Bug] Usage limits not properly resetting across devices/sessions

Bug Description
I started my previous session around 9:20 AM Mountain Time. After reaching my usage limit, I waited until it refreshed at 2:20 PM. I sent one message from my Linux machine and then switched back to my macOS to try to continue a previously restricted thread by sending another message. Immediately after sending that single message, I hit the 5-hour usage limit again. I barely did anything before it hit the limit wall. Now, the 5-hour limit isn’t set to refresh until 7:10 PM, and my weekly usage limit doesn’t refresh until 9:00 AM tomorrow. This basically means I am unable to work.
