[Feature Request] Clarify API safety guidelines for privacy-focused local data handling

Question

**Bug Description**
I am designing a tool that runs on a client's desktop that pulls their private datea and protects it from anyone, even me. To do so, I'm creating a filevaulted database to store their data, and in doing so I'm mentioned excluding certain contacts like their wife and kids so that not even that gets put in the filevault for extra security, and somehow that tripped the filter and I got flagged and now can't use Fable.
