[BUG] Training data opt-in prompt appears on every /resume despite privacy setting being OFF

What's Wrong?

When using /resume to continue a previous session, the training data opt-in prompt appears every time, even though:

1. Privacy setting is OFF at claude.ai/settings/data-privacy-controls
2. DISABLE_TELEMETRY=1 is set in settings.json

What Should Happen?

The prompt should respect the account-level opt-out and not reappear. Repeatedly prompting creates consent fatigue where accidental agreement becomes likely.
