[Bug] Safety classifier incorrectly triggers model downgrade to Opus for benign R&D discussion

Bug Description
During a normal technical session (building an internal tech-commercialization tool —
▎ extracting an interview methodology into LLM prompts, with web research on
▎ plasma/photochemistry for legitimate R&D use-case analysis), the safety classifier
▎ triggered an automatic switch to Opus 4.8. This appears to be a false positive on a benign
▎ business/engineering conversation. Flagging for measure refinement.
