[Bug] False positive flag triggers model downgrade to Opus

Bug Description
This switched my to Opus for being flagged, I'm guessing bc Claude said the words "the agent overrides", but this was talking about a different agent that I'm programming that overrides a tool value. Nothing to do with overriding Claude capability restrictions.
