[BUG] when performing developer reload, the previous conversation should be resumed by default

What's Wrong?

Developer reload causes a completely clean context.

What Should Happen?

Developer reload should resume previous conversation or prompt to continue.

using the claude code extension inside vscode, establish some context and perform developer: reload

when the prompt is available again the context will be gone
