[Behavior Request] Know when to just answer vs execute

Sometime I just ask Claude an opinion or imagine for a case scenario, but instead of just giving an answer Claude also immediately implementing it! What I want is, Claude should be smart enough to decide whether the user is just asking a question or opinion or user is really asking to execute things.
