BILLING] Cannot purchase API credits - card declined at Anthropic layer despite bank and Stripe confirming no issues (Philippines, BDO Amex)

What's Wrong?

Cannot purchase API credits — card declined at Anthropic's billing layer despite bank and Stripe confirming no issues

What Should Happen?

I am unable to purchase API credits on platform.claude.com.
The decline is happening at Anthropic's billing layer, not
at my bank or Stripe.

What I have confirmed and ruled out:

• Bank (BDO) confirmed no block and sufficient credit limit
• Stripe accepted card via Link, 3DS completed successfully
• Tested on multiple browsers, no VPN, no extensions
• Manual card entry tried — same result
• New payment method added, set as default — same result
• Billing address matches bank records exactly
• Philippines is a supported country per anthropic.com/supported-countries

Error messages:

• "Your card was declined."
• "Your payment couldn't be processed. Check your card details and try again."

Support ticket via support@mail.anthropic.com went through 5+
Fin AI bot replies with no human escalation. The bot itself
acknowledged the issue is on Anthropic's backend.

Steps to Reproduce

1. Log in to platform.claude.com
2. Go to Settings > Billing
3. Attempt to purchase API credits
4. Enter card details (BDO Amex) or select via Link
5. Submit — receive "Your card was declined" error
