[Bug] Context Window Rapidly Depleting on Startup Despite /clear Command

Bug Description
The "Context low (9% remaining) · Run /compact to compact & continue" appears directly after each task. This occurs even on clean startup or after /clear. Normal work is not possible as 0% remaining is almost reached after a short time of task execution.
