The CLAUDE.md global instruction to generate conversation titles in Japanese is not being followed by Claude Code's automatic title generation feature.

## Expected behavior

Conversation titles are auto-generated in Japanese when the above instruction is set in CLAUDE.md.

## Actual behavior

Titles are generated in English regardless of the instruction.
