[Feature Request] Add linting/filtering for non-technical comments in generated code

Bug Description
ultra-comments: conversationl comments and information that belongs in README, or doc (or /dev/null) is increasingly landing in code, which is perfectly readable. Even paragraph numbers refering to ephemeral task numbers.
