[BUG] claude.exe not compatible with Windows 11 Insider build 26200 (version 2.1.162)

What's Wrong?

After updating to 2.1.162, running claude in a normal (non-admin) CMD window shows the following error:

> This version of ...\bin\claude.exe is not compatible with the version of Windows you're running.

The previous version (2.1.161) works fine.

What Should Happen?

Claude Code launches normally.

Error Messages/Logs

Error: "This version of claude.exe is not compatible with the version of Windows you're running."

Steps to Reproduce

  1. Install claude-code 2.1.162 on Windows 11 Insider Build 26200
  2. Open a normal CMD window (non-administrator)
  3. Run claude

Yes, this worked in a previous version
