[Bug] Agent fails to operate autonomously despite explicit goals and full access

**Bug Description**
even when given clear goals/targets/objectives/missions, with full access, and told to work autonomouslu - it still will not do so

I literally wasted all credits to fix something to the core due to it not moving forward with objective
