AskUserQuestion overlay should be minimizable / dockable — it blocks the message it refers to

Problem Statement

When the assistant uses the question/options picker (AskUserQuestion), it renders as a large overlay centered over the conversation pane. This covers the assistant's preceding message — which is often the exact context I need to answer the question. There's no way to temporarily set it aside to re-read the conversation; I have to either answer blind or dismiss it.

Proposed Solution

give the question overlay a minimize/collapse control, or dock it into the right sidebar alongside Documents / Background Tasks, so the conversation stays readable while a question is pending. A collapsed chip I can re-expand when ready would solve it.
