What's Wrong?

The bug: When the monthly spend cap ($50) is exceeded, Claude Code appears to be drawing from usage credits as overflow — even though the session limit has significant capacity remaining. The two meters should not interfere with each other this way. A user mid-session with 79% of their session limit remaining should not be hitting a monthly spend wall.

Expected behavior: The session limit and the monthly usage credit limit should fail independently. Hitting the monthly spend cap should show a clear "monthly limit reached" message — not silently consume usage credits against the session's remaining capacity.

What Should Happen?

I should use my session till the session is done. But it used my usage credits in error (without me knowing) I used all my usage credits but still have plenty of my current session available....
