cli doesn't seek consent for data collection and terms

The CLI appears to start collecting some usage data merely after installation with npm.

npm install -g @anthropic-ai/clause-code

The readme has this single line about data collection.

Probably needs a consent screen listing all the terms and telemetry details prior to installation and first-use to become compliant in the EU.
