[BUG] Default route in Settings not applied when starting a new project

What's Wrong?

When creating a new project in Cowork, the default route/folder set in Settings is ignored. The app always falls back to the old/original route instead of using the updated one.

What Should Happen?

New projects should use the default route configured in Settings.

Steps to Reproduce

Open Claude Desktop (Cowork)
Go to Settings and change the default route/folder path
Save the setting
Create a new project
Observe that the new project still uses the old default route instead of the one set in Settings

Additional Information

This issue persists even after changing the setting a long time ago — it is not a timing/sync issue. Related to #54138 and possibly #40495 (settings not being read inside the Cowork sandbox).
