[Bug] TUI panel footer remains sticky and consumes excessive terminal space

Bug Description

using new TUI and
4 tasks (3 done, 1 in progress, 0 open)
✔ Signal store module (TDD)
✔ Backfill worker for all pairs / 90 days
✔ Wire dashboard API to signal store
◼ Run backfill + evidence + docs
panel in yellow is sticky, even though task is done.
I am using Visual Code terminal via ssh and nothing fancy else
