[Bug] Skill initialization hangs for extended duration in Plan Mode

Bug Description
Started a whole new terminal for a conversation and added a few skills on my prompt using Plan Mode, first it it was just loading for around 10 minutes and nothing happened, then I tried again and the skill was initializing for over 9 minutes when usually takes less than 4 seconds to load a skill
