[Feature Request] Skip GitHub repository access check for local-only Remote Control sessions

Bug Description
Mobile app blocks Remote Control spawn with "GitHub repository access check failed" even for local-only sessions; browser flow at claude.ai/code?environment=... works fine. Please skip the GitHub check for local Remote Control or match browser behavior.
