Verified not the cause:

• No ANTHROPIC_API_KEY / ANTHROPIC_AUTH_TOKEN / CLAUDE_CODE_OAUTH_TOKEN set
• No CLAUDE_CODE_DISABLE_NONESSENTIAL_TRAFFIC / DISABLE_TELEMETRY set
• Not on Bedrock / Vertex / Foundry
• Cleared ~/.claude/statsig/ and retried — still errors
• claude auth status confirms loggedIn=true, authMethod=claude.ai, subscriptionType=max

Appears to be a server-side feature flag that hasn't been flipped for this account. Related: #29192, #29569.
