[BUG] Claude in Chrome blocks jutarnji.hr — "Act without asking" unavailable, server-side classification

What's Wrong?

The Claude in Chrome extension blocks "Act without asking" permission mode on jutarnji.hr.
The domain is a legitimate Croatian news publisher. There is no organization policy,
no MDM, no managed Chrome profile on this machine - personal Pro account.

What Should Happen?

"Act without asking" should be available on a standard news site with no
financial, adult, or otherwise high-risk content.

Steps to Reproduce

1. Open Claude in Chrome extension
2. Navigate to https://www.jutarnji.hr
3. Attempt to enable "Act without asking" mode
4. Observe: option is unavailable / permission prompt appears for every action
