Feature Request: i18n / UI localization support

Summary

Add i18n/localization support to Claude Code so the UI can be displayed in languages other than English.

Motivation

Non-English users would benefit greatly from a localized interface. Currently all tool names, permission prompts, menus, task labels, and other panel elements are hardcoded in English. This creates unnecessary friction for users whose primary language is not English.

Requested support

• Chinese (Simplified) at minimum
• Ideally a framework that allows community-contributed translations for other languages (e.g., Japanese, Korean, French, German, Spanish, Portuguese)
