[Feature Request] Add a new config layer: Account settings

Currently, there are 3 levels of configurations:

1. Enterprise settings
2. User Settings
3. Project Settings

For non enterprise user, it would be great to have an Account settings instead of Enterprise settings so that settings, sub-agents and CLAUDE.md can be shared among different devices of the same user
