[BUG] Final available message generates artifact but fails to produce downloadable document

What's Wrong?

There appears to be an issue when requesting document generation (.docx, .pdf, etc.) on the user's final available message/quota.

What Should Happen?

• If the request was accepted and generation completed, the downloadable file should still be created and preserved.
• Export/attachment generation should not fail after the request has already been processed.

Steps to Reproduce

1. Use the last available Claude message/quota
2. Ask Claude to generate a downloadable document
3. Wait for generation to complete
4. Observe that the artifact/content appears, but the downloadable file is missing
