Bug Description
The draft reports that the docs service refuses access to a doc shared across organizations, while the artifact service gives the same account writer access. It includes the three request IDs from the refused reads, both artifact IDs, and today's date. It also quotes your question asking what's different between the two links. It contains no names or emails.
