/setup-cowork stuck at 95% — plugin tools not loading (Windows desktop app)

Environment

• OS: Windows 11 Home
• App: Claude Code Desktop (latest version)
• Plan: Pro

Issue
Running /setup-cowork gets stuck at ~95%. The onboarding skill loads correctly but the plugin management tools (list-plugins, suggest-plugins, list_skills) are never delivered to the session.

Steps to reproduce

1. Open Claude Code Desktop on Windows 11
2. Run /setup-cowork
3. Progress stalls — plugin tools return 'No matching deferred tools found'

What was tried

• Restarted the app multiple times
• Updated to latest version
• Cleared app cache (Cache, Code Cache, GPUCache, DawnWebGPUCache, DawnGraphiteCache)
• MCP registry searches also return empty results

Expected behavior
The setup flow should complete and show plugin suggestions for the selected role.
