[Bug] Inconsistent Claude Code reliability during US business hours compared to off-peak times

Bug Description
Claude Code is not delivering what I'm paying for on the Max plan. I've done everything right on my end. I'm on CLI 2.1.142, Opus 4.6 pinned, high effort, adaptive thinking off, extended thinking on, disciplined context management with /clear and CLAUDE.md files. I've read your April 23 postmortem and all three fixes are in my build. None of that matters during US business hours. The pattern is unmistakable and I've been tracking it for weeks: - Off-peak and weekends: Claude Code is outstanding. Bugs get one-shot. Complex slices get completed cleanly. - Weekday business hours: Claude Code actively damages my codebase. It enters retry spirals, introduces new bugs while fixing old ones, makes shallow surface-level edits instead of reasoning through problems, and burns through my time and usage limits producing work I have to revert. This isn't subtle. It's not a prompting issue. It's not session length. The exact same task types succeed off-peak and fail during business hours. The only variable is time of day.
