[BUG] MCP tools not loading as they do at terminal

What's Wrong?

Some MCP tools ( stripe, Railway, Figma, etc ) only load using the plugin if they are installed globally. Otherwise

What Should Happen?

It should be able to identify the root cause and fix by itself. ( plugin mostly ) .
