[BUG] Claude Code 'spinning' 'moseying' 'gitifying' for MANY MINUTES on each prompt

What's Wrong?
Give any prompt to Claude Code - it may take a reasonable/normal amount of time or it may go on for FAR TOO LONG even for the most simple tasks. Typical response time today is >10 minutes with NO OUTPUT.
What Should Happen?
Claude should execute the task in a reasonable amount of time - for the task I am using in this bug report 'typical' has been ~ 1-2 minutes

After much trial and tribulation (and about 30 minutes) I was able to get the first page built, despite having a very detailed plan.
Now, just asking claude to build another similar page, also with detailed plan, I'm here again.
I want you to create a detail page for the Cultural Heritage card of pages/learning/concerns/index.vue - I have a detailed document describing the task. DO NOT OVERCOMPLICATE THIS. Refer to CLAUDE.md for a reminder about the rules.

Another example.
I am adding pages to the site, a card should link to a page. Claude first wants to just use:
v-if="concern.slug === 'water-quality' || concern.slug === 'cultural-heritage' || concern.slug === 'fire'"
I remind claude that we are going to do this for all 16 cards and that's not the best approach.
claude understands and makes the edit, 16 lines added, 10 lines removed.
Done. All 16 cards are now NuxtLinks — no more condition to maintain as pages get added.

10 MINUTES???
Further experience - it seems to me Claude Code is 'stuck' somewhere internally not actually doing anything. It will simple sit at one of its annoying '✽ Wrangling… (4m 31s)' for very long periods without any progress. If I just 'esc' and reprompt with something like 'keep going, your stuck' it will often immediately RETURN tokens to me (I see code update) and then send tokens back upstream. I have had multiple instances where it sits 'spinning' or 'wrangling' etc... for many minutes after an update doing nothing and when I 'esc' and reprompt it will say 'I completed ......' and the work was actually done the whole time. Most of the time the 'stall' is like '✽ Moonwalking… (2m 39s · ↑ 1.4k tokens · almost done thinking with xhigh effort)' so maybe the THINKING is what's broken internally?
I just had a prompt 'stuck' for >5 minutes, esc > keep going, you're stuck > immediately returns with tokens down, updated file, tokens back up. The pattern repeats over and over. Any simple task takes far longer than ever before.
This has been my experience for months. It will ALWAYS eventually go and do its thing, fully. But very often (the majority of the time) it will sit there for multiple minutes with this type of message. I have done multiple hundreds of hours of troubleshooting and back and forthing here, reddit, and elsewhere with no one having the slightest clue what's going on.

This is done to control cost. Anthropic has turned into ChatGPT. What a shame.
