Tips should be aware of execution environment (e.g., Emacs vterm vs Terminal.app)

When running Claude Code inside Emacs vterm, tips like "you can drag and drop images into the terminal" don't apply. The tips system should detect the execution environment and suppress or adapt advice that is specific to a standard terminal emulator (Terminal.app, iTerm2, etc.) but does not work in alternative environments like Emacs vterm, tmux, screen, etc.
