[Bug] .claude.json corruption on disk full/quota errors during write operations

Bug Description
often when i run out of disk space due to large builds, .claude.json fails to be written and is left empty, corrupting the configuration. perhaps there could be some safer way of writing this important file. it has happened often enough that i wanted to complain. also disk quota errors may need some handling (this is something that happens in vms on zfs when there is a quota set).
