[FEATURE] Add quota to usage page title

Problem Statement

When I am working, I frequently check https://claude.ai/settings/usage to see where my quota is at. This helps me plan if I should start a large project now, or wait for my quota to reset.

This only applies to my personal account, where I get messages like "35% used". My corporate account shows me a $ amount, which is less useful (for me) to show in the page title.

Proposed Solution

Have Claude update the page title so I can glance at the browser tab instead of needing to open it.

If I am ready to start a new project but my Claude usage is at 90%, I don't want to be interrupted in the planning stages, so will instead wait until my quota resets before beginning.
