Prompt suggestions never fire — Statsig cohort cache empty after /login + restart

Claude Code on Linux. Prompt suggestion feature flag (tengu_tide_*) never evaluates to enabled for my account.

Diagnostic state

• Provider env vars: all unset (CLAUDE_CODE_USE_BEDROCK/VERTEX/FOUNDRY/ANTHROPIC_AWS/MANTLE)
• ~/.claude/statsig/ contains only stable_id, session_id, and a last_modified_time sentinel from Feb 2026 — no statsig.cached.evaluations.* file is ever persisted
• statsig.failed_logs.* files have appeared and been cleared multiple times
• Tried: clearing Statsig cache, /login, full pane restart, settings.json cleanup — no effect
• No suggestions ever appear at the prompt input

Expected

Cohort rollout cache populates with feature_gates payload after session start, suggestions begin firing per docs.

Actual

Empty cohort cache, suggestions silent. Issue appears to be account-side cohort enrollment, not local config.
