[BUG] Cowork Windows: GitHub connector shows "Connected" but exposes no tools to Claude

What's Wrong?
Description
Same issue as reported in #23775 and #52549 (both now locked). Reporting here to confirm the bug is still present.
The GitHub connector in Cowork shows green "Connected" status after OAuth authorization, but Claude has zero GitHub tools available in conversations. search_mcp_registry with keywords ["github"] returns empty results.
Steps to reproduce
- Open Claude Cowork on Windows
- Go to Connectors and connect the GitHub connector
- OAuth flow completes, connector shows "Connected"
- Start a new conversation and ask Claude to use GitHub tools
- Claude reports it has no GitHub tools available
Expected behavior
GitHub connector should expose tools (list repos, read issues/PRs, etc.) after successful connection.
Actual behavior
Connector shows "Connected" but no GitHub tools are registered in Claude's tool list.

What Should Happen?
After connecting the GitHub connector, Claude should have access to GitHub tools (list repos, read issues, view PRs, etc.) in Cowork conversations — the same way other connectors like Gmail expose their tools after connection.
