[Bug] Skill description truncation warning lacks clarity on dropped skills and target context allocation

Bug Description
The warning that skill descriptions are being dropped does not make it clear which skill descriptions and what they're being dropped to.

Skill listing will be truncated
64 descriptions dropped (full descriptions kept for most-used skills) (3.1%/1% of context): context-mode:context-mode, xlsx, impeccable:impeccable, +61 more
run /skills to disable some, or raise skillListingBudgetFraction (currently 1%) in settings.json
Opting in would cost ~6k tokens for skills every session and uses rate limits faster
