User (not project) Claude.md for Github Actions Access?

In here it says Claude code via Github actions respects your Claude.md, I'm 99% confident this is only project-specific Claude.md files and not the user Claude.md in root?
Is this understanding correct? If so, is there a plan on the roadmap for it to be able to access both?
