[Feature Request] Limit actions per request flag

I've been running into Claude getting stuck trying to do something. Especially when running Claude in non-interactive mode, it would be great to have a configurable flag to break the convo after a certain number of actions / tools.

something like:
claude -p --limit-actions 10 "fix the bug in code.py"
