[BUG] Able to set invalid effort level through VS Code extension UI

What's Wrong?

Currently you can set the effort level to "max" through the VS Code exetnsion UI effort level slider
The value is invalid tho

What Should Happen?

Update the slider to map only to valid effort level values

Steps to Reproduce

  1. Install Claude Code VS Code extension
  2. Open Claude Code chat
  3. Click on mode selection
  4. Slide the effort level slide all the way to the right, so it says "Max"
  5. Check claude code workspace settings file
