[BUG] Sub-Agents Not Detected: Missing Agents in CLI List Despite Directory and MD Creation

From this closed issue 4623 the same error surfaces in windows native (Using powershell and install from installer script) users. (More failure cases in the thread https://github.com/anthropics/claude-code/issues/4623#issuecomment-3172697172).

This feature is a core feature loved by a lot of people including me, so raise it again hoping for a systematically fix.
