You've hit your org's monthly usage limit

Bug Description
hi, I just had a strange experience hitting usage limit with a single prompt on Max (5x). I'm running Opus 4.7 with xhigh effort and a couple of sub agents. It is also a resumed conversation that probably skipped the cache. So I understand that this could have easily been a high-token interaction. I think it would be helpful to have some additional intelligibility here, like a halting guard (like a permission request that cannot be auto allowed) when a single prompt consumes more than, idk, 50% of the total 4hr usage limit. My assumption is that most users don't expect or intend for single interactions to consume that much of their usage at once, and this would give the user an opportunity to think more carefully about what's happening before proceeding
