I should not have usage limits prohibiting my use of the model.

Steps to reproduce:
Open Claude Code desktop app
Check usage dashboard - shows 43% session usage, 20-28% weekly usage
Attempt to use Claude (send any message)
Receive "Usage limit reached" error despite being well under limits
Try any command (including /bug) - commands are not accepted
Additional context:
Issue started after service incident resolved (~1 hour ago)
Error is consistent and reproducible
Occurs despite dashboard showing available usage across all categories
When reporting bugs, mention whether the error is intermittent or consistent (in your case, it's consistent), and include the command or action that triggers the issue.
