[BUG] Shift-tab doesn't work in windows native version, works in npm version

Environment

• [ ] Google Vertex AI

• Claude CLI version: 1.0.72 native
• Operating System: Windows 11
• Terminal: Windows terminal

Bug Description

Shift-tab doesn't work

Steps to Reproduce

1. Start claude code native for window
2. Press shift-tab

Expected Behavior

Switch to plan mode or auto accept edits.

Actual Behavior

Mode is not switched

Additional Context

Using node version in windows, shift-tab works
